The CDC and Homeland Security have had these things for at least a decade now and put them out periodically as a way to talk about disaster preparedness. UnOwned563 is absolutely right.

As a former Army medic, I've always kept an extensively stocked medical kit in my home...but after Hurricane Katrina in 2005 I added a bug out bag and used the CDC guidelines from their site for its contents. If they can spread the word in an amusing, pop culture way, all the better.
