 Don't think negatively about it. Persevere. If you keep thinking it wasn't meant to be, it won't be. Fate and gods have nothing to do with bureaucratic pinheads. Obviously, scribe doesn't feel that way, or he wouldn't be trying on your behalf. If what the two of you have had so far was good, don't let negativity over a situation stand in the way.

It is exactly what I wrote in my blog - that this negative situation should not put on hold our lives, and our plans hence stand in our way. That there is actually something positive in what has happened that we should think of and take into account.
